Jack joined the NOAA Corps right out of college. At that time he was already a certified SCUBA diver. During his 28 years as an Active Duty NOAA Corps officer his various assignments took him from the sea to D.C. His last sea tour was as Commanding Officer of the now decommissioned NOAA Ship Albatross IV, a ship that provided support to the NEFSC for over 40 years. After graduating at the top of his class and receiving his law degree, Jack worked in the Office of NOAA General Council as part of the multiagency team developing regulations to implement the Oil Pollution Act if 1990. Jack also authored Chapter 7 of the NOAA Corps Regulations. Since joining NMFS as a civilian after his NOAA Corps retirement in 2004, Jack has been the Chief of the NEFSC's Operations, Management and Operations Division, the organizational unit which manages budget, personnel, labor relations, acquisition, communications, safety and facilities.
