implementation of approved Amendment 13 measured by May 1, 2004 are posted here (under heading

Proposed rule for Amendment 13 is now available for public comment. The public comment period ends Feb. 27,
2004. The proposed rule is published in the January 29, 2004 Federal Register and can be accessed here:

The amendment and its final environmental impact statement are also available for public review. The comment period
